I can't remember who it was but someone in the chat mentioned the idea of a Cap Floor.
It's only a minor addition but adds another managing element.

I am open to this addition
Parity with the NHL would be a good benchmark. Anyone know what the cap minimum is this coming year in the NHL?

We should have a cap floor in parity with the NHL I agree. How do you penalize a team who doesn't meet the floor? Loss of draft pick?

same penalty as going over.
loss of first rounder. If first rounder has already been traded, then first rounder in following year.
